You can only use the ② effect once per turn while Swap is face-up. (If Swap leaves the field, and is then resummoned that turn, it can be activated again).
You can use the ② multiple times per turn. However, even if it resolves more than once, you can't gain more than 1 Additional Normal Summon this way (but the cost of returning a monster is still paid). You may use the additional "frog" Summon before your normal Normal Summon.

You do not Normal Summon at the resolution of the effect of "Swap Frog". It allows you to Normal Summon a 'Frog' monster at any time you would be able to Normal Summon a monster during that turn.
